Can I subscribe to blogs/what’s a blog roll?

Hello. I am kinda new here and I was curious if I am able to subscribe to other blogs and receive updates on them? Also, what is a blog roll?
The blog I need help with is: (visible only to logged in users)

All wordpress.com blogs have only one Blogroll called Links and located in the Admin area where you enter all links and assign each link to one or more Categories. To learn more read this http://faq.wordpress.com/2008/07/08/the-blogroll/
To subscribe to other wordpress.com blog you can use the blogsurfer http://support.wordpress.com/blog-surfer/
