  can i take paypal payment for events at a non profit without paying for the ecommerce upgrade?

  The blog I need help with is: (visible only to logged in users)

  You can add a PayPal button to your site by following the instructions here:
  http://en.support.wordpress.com/paypal/

  No upgrade is needed.

  If you wish, you can also use the Eventbrite widget to display events and sell tickets through Eventbrite: http://en.support.wordpress.com/widgets/eventbrite-event-calendarlisting-widget/

  Note that paypal takes a percentage, and so does Eventbrite.

  Yes. There’s also a way to set up the Eventbrite so that the ticket purchaser pays the fee, not the seller.
