Can I take the name of the domain that already exists but does not function anum

I want to create a site/blog. The domain I have chosen already exists but the author deleted the site and it is not functioning anymore. Can you please tell me what should be done in order to overtake the name?

Simply stated no you can’t register any deleted blog URL because deleting any blog URL is a permanent and irreversible act, just as the multiple warnings required to accomplish site deletion clearly state. Once the verification link for deletion is clicked the blog URL is forever gone, gone, gone.
http://en.support.wordpress.com/delete-site/Deleted blog URLs are not recycled, regardless of who registered and deleted them and no exceptions are made.

Then if you wish to you can register a domain via a domain mapping upgrade because it does not matter what the underlying .wordpress.com address is when you are domain mapping.

Thanks. I just found this:
Addresses (URLs) for blogs that have been deleted by the owner will remain deleted. We cannot, under any circumstances, allow someone to take over the address of a blog that was owned and deleted by its original/previous owner. Please do not submit support requests asking us to do this.
