If you have an upgraded WordPress.com plan you can access Livechat support with staff. If you have a free site you ask your questions here. What is the address of the WordPress.com site you need help with? Note the differences between sites hosted here and sites hosted elsewhere using the WordPress.org software:

Thank you, I tried to upgrade to a plan in order to work on my existing site via live chat. sarahblodgett.com is the site I would like to work on but it wouldn’t let me purchase a plan unless I created a new site.

That site isn’t hosted at WordPress.com. It is with GoDaddy. WordPress.com Livechat support is only available for sites hosted here.
