Can I transfer a hard coded website to WordPress?

Hello all,
I have a website that has been in disrepair for several years now (http://solarviews.com), but used to be very successful back in the day. We’re looking to bring it into the 21st century and jumpstart its success again.
One of the first things we’re looking to do is transfer the site to WordPress, but it’s hard-coded, so I’m not sure what is the best way to do this. There’s a significantly large volume of content, so doing it manually would not be the best option. We want to keep the content, but even more importantly the urls of each page, so we don’t lose any inbound links.
Does anyone know a good way to migrate from a hard-coded site to WordPress, even if it costs?

what you describe can be done, but not here on WordPress.com. For that you need a self-hosted version.

Even in that case I’m afraid that you need to move your content manually, unless you pay someone to do it for you.
