Can I transfer my Custom design upgrade to another blog ?

  I purchase the custom design upgrade for a secondary blog that I deleted. I would like to transfer it’s upgrade to my primary blog. If it’s not possible, I want a refund since I’m obviously not using it. Now. I don’t know if it’s been more than 30 days but you were unreachable for a while so I would like to know if I lost my money for a mere 2 weeks of use.
