Can I transfer the registration & management of an existing domain name to WP?

I currently have a basic placeholder website and domain management at Yahoo. I would like to transfer the domain to WordPress but it seems that my options are limited to registering a new domain or mapping from my existing domain. Is that the case or am I missing something?

Right, we currently don’t accept incoming domain transfers to WordPress.com.
Instead, you can map your domain to your WordPress.com site by following this guide:

To be transparent…I am paying $34 per year for Yahoo to maintain my ownership of the domain (josephstephans.com) and I like the $17 per year at WP, uh, twice as much! Can I cancel the domain with Yahoo and open it with WP?

Hm, unfortunately, canceling a domain sometimes means that you might not be able to get it back in the future.
Instead of canceling, I would suggest contacting Yahoo to see about any additional registration options they might offer.
Alternatively, you may also want to price check some other domain registrars for their yearly registration cost. Most domain registrars accept incoming domain transfers and you may be able to find an alternative that costs a bit less.
