  Can I upload minutes from a meeting into a widget in the footer widget area?

  Easiest way to do this would probably be to copy and paste the text from your minutes into a Text Widget:

  Text Widget

  If you have some formatting involved, like bulleted or numbered lists, you may prefer to first paste it into a post editor, look at the HTML view, copy that code, and paste the HTML into the Text Widget.
