Can I upload my own themes and plugins to wordpress.com?

  Would like to not have to host wordpress ourselves but still be able to customize themes.

  Hello, technically you can’t upload your own themes and plugins to your site.
  Uplaoding Custom Themes

  Plugins are tools used to extend the functionality of the WordPress platform. However, they are only applicable to self-hosted blogs and web sites using the WordPress.org software. Plugins are not permitted here at WordPress.com for various security reasons

  You may want to check out the Premium and Business plans because they offer advanced customization like diving to your site’s CSS with the CSS editor.
