Can I use a free CSS template without having the CSS upgrade?

  I wanna change the style of my blog and I have found a pretty cool free theme. The problem is that I don’t know how to save that free theme. I downloaded the CSS file but I don’t know how if I have to purchase the CSS upgrade to use. Could somebody help me?

  CSS is not the theme. CSS is the style of a theme. You can style your existing theme with custom CSS, but you cannot change your theme. Some pretty amazing things are possible with CSS, but the basic theme stays the same. On wordpress.com you can only use the themes that are available to you you in Appearance > Themes on your dashboard. Downloading CSS from somewhere will not change that and that CSS is not going to work on any of the themes on wordpress.com anyway.

  All CSS is theme specific and things are labeled differently by different authors, so the CSS from one theme will NOT work with a different theme.
