can i use a scrolling banner

  I would like to have a banner on my home page that scrolls, or changes the images, and the images would be clickable to take me to a corresponding post

  It sounds like you are referring to themes with featured post sliders and we cannot add a post slider to any theme that is not deigned to have one. Here’s a link so you can browse themes that do have post sliders https://theme.wordpress.com/themes/features/post-slider/

  It seems you dont understand what type of site I am searching for. I would like a wordpress theme that has a static image. The image will not move as you begin to scroll down, the text will scroll over this static image. Also if the static image can be a slide show. do you have any themes like this?
