Can I use a theme not on wordpress.com?

  I am 19 year old trying to build a website for my church. We just purchased the premium version, so we can be able to take full advantage of what WordPress.com has to offer. I saw a theme not on WordPress.com but am not sure if that qualifies as a custom theme or not. The link to this theme is below
