Hi there,
The only advertising that can be used on WordPress.com is WordAds. If you upgrade to Premium or Business you should be automatically approved for WordAds, but you will still need to connect a domain to your account and activate WordAds on the My Site ->Plans ->My Plan section of your site before ads will start appearing.

You are confusing wordpress.COM hosted sites with wordpress.ORG software installs. You cannot run Google Adsense on any site hosted by wordpress.COM, regardless of upgrades.
