Can I use an unused, undeveloped, and unmaintained blog?

Hi. I attempted to create a new blog bits.wordpess.com; unfortunately though, this name already exists. Checking the blog, it appears to not have been used, developed or maintained since September of 2005. Is it possible that I use, develop and maintain said blog instead?
The blog I need help with is: (visible only to logged in users)

If the owner of that site has their contact information available, you are welcome to reach out to them and see if they would be willing to transfer their site to you.
Otherwise, you will need to choose a new blog address. You can purchase a custom domain if you’d like, which will give you a lot more options:

Said blog address, bits.wordpress.com, does not have an owner it appears; it’s just parked and is a waste of blog space. I was hoping I could just use it. Anyway, I will have to think of a different blog name to use if I really can’t have the above-mentioned blog space.

There is indeed an owner of bits.wordpress.com. When someone creates a username, we create a blog that matches, and reserve it for the user. If they don’t use that blog, that’s up to them, but it’s always available as an address if they choose to use it.

You can register another .wordpress.com blog http://en.support.wordpress.com/register-a-blog/Then if you wish to you can register a domain via a domain mapping upgrade because it does not matter what the underlying .wordpress.com address is when you are domain mapping.
