Can I use categories as drop down menu?

Hello! I was wondering if there’s a possibility to use the “category” as a drop down menu.
If you check out my blog: https://hireshi.wordpress.com/
You see the categories as a drop down menu in the right column. But I want it as a drop down menu in the top header, right next to “About me” and “Home”.If you look at this blog: http://neonskittles.com/
And pull your mouse over “Figures” a drop down menu with choices of different kinds of entries will appear.(neonskittles is a .org wordpress).
Is it possible to pull something like that off on wordpress.com? I would subscribe if it’s a premium thing.

“Skins?”
You can configure your category widget to display drop-downs or you can use a theme that has it as a tabbed header using the Custom Menu option. In either case, consult that blog for a list of themes that enable it: not all do.

Ok, I tried what slikbonez showed me. I use the theme “zBench”
I can only choose categories like this: http://tinypic.com/r/2mpe539/7
But it just ends up like this: http://tinypic.com/r/30deypz/7
I would like a new tab named “Categories” to appear next to “about me” and when I pull my pointer over “categories” all the category names will appear in a drop down menu, like this: http://tinypic.com/r/qzm3j7/7
But I can’t seem to get it to work
