Can I use .com for an "add to cart" feature?

I know this question gets presented her a lot! My client is requiring that we make an external page that is NOT ecommerce but instead sends a form with content and pricing to a financial consultant within the company who then processes credit/debit card numbers and completes the order manually in house without the use of a 3rd party or ecommerce. Is this a possibility on wordpress.com? Or do we need to construct a site from wordpress.org?
The blog I need help with is: (visible only to logged in users)

WordPress.com blogs cannot be equipped for ecommerce transactions and no blogger initiated advertising or paid or sponsored content is allowed. The only things you can sell on WP.com blogs are products that you, yourself create and/or services that you personally provide. For an online store with a shopping cart you need an independently hosted blog using WordPress.ORG software.

Yes, the client already has products that they have manufactured and want to sell exclusively to their own employees. They simply a want a web page to display these products and have a way for their own employees to view and select products they want to purchase and total the amount they owe and then have that information sent in house to the company’s accountant and have them hand complete the order! It’s confusing…but that’s their request. Is it possible on .COM?
