Can I use FTP client in my plugin?

    hi,
    My client’s website are hosted by WordPress.com and it’s business plan which allowed to install plugins.
    I am developing an plugin for them which is used to integrate to third party shipping service, the way to do it is using FTP file exchange.
    I’ve try PHP ftp_connect function and it shows this function doesn’t exist, then I got the other way by including class-ftp-pure.php, it is contained in WordPress’s file pack.
    It implements FTP protocol by socket.
    But I still got an error to connect to remote FTP server.
    Is server allowed to connect to FTP remote ?
    Is there another way to do that?
