Can I use my css upgrade for more than one blog?

I am interested in starting a second blog with my same account and I am wondering if I will be able to use my CSS upgrade that I purchased for both blogs.
The blog I need help with is: (visible only to logged in users)

I actually just got an answer from someone else and they said I could transfer my upgrade to my new blog which is all I need to do since my old will become inactive at some point.

Note: All upgrades are per year and per blog. As such, you will need to renew upgrades after each year – and – if you have multiple blogs, you will need to purchase the upgrades for each individual blog, as necessary. http://en.support.wordpress.com/upgrades/

It would be wise to confirm any answer that did not come from Staff with Staff. Also, iIf you have done that then asking Volunteers the same question in forum threads seems odd to me. -
Timethief, I asked my question once in the forum and once via email.
The answer I am referring to above came to me via email from Hanni after I had already posted my question here. The exact response I got was:
“We can transfer it over to the new blog for you if you write in when you’ve got it all set up to let us know the new URL. Thanks, Hanni”

That’s an atypical response. Usually, they stick by the rules except when there’s been a technical glitch.
