Can I use plugins for wordPress.com?

  I just downloaded version 2.7.1 for the watermarks plug in but I cannot locate plugins in the left hand navigation of my WordPress admin page. Do I need to be at a certain version of my WordPress to use plug ins? Also how do I see what version of WordPress I have?

  i understand this may be a problem with wordpress.com but not wordpress.org

  We cannot install plugins on WP.com.

  You need to self-host your website using WordPress.org software to be able to install plugins.

  Also how do I see what version of WordPress I have?

  It is 4.1 but we don’t need to worry about this. Nice folk at WP.com take care of this on our behalf :-)
