Can I use WordPress.com as a host for my website, using WordPress software?

I have been through the WordPress.com but I am still confused about what exactly WordPress offers in terms of hosting. I have signed in with a free blog – although I don’t need a blog. When you first sign up, there is the option to upgrade and pay $99 – but what is that, a server to host your site, or is it basically a sophisticated blog?
I would like to make a site using WordPress software, and upload it onto a server, but can I use WordPress.com to host my site, or is it only suitable for blogs? Also, I am not sure before signing-up which apps or plugins I can use – then I see on another page that you can’t use plugins? I am very confused….

If you want to upload things onto a server, then you would need to use WordPress.org. If you want to create a blog or a website that you manage from the web, you can use WordPress.com to do that. Start with http://support.wordpress.com/com-vs-org/ to learn more about the differences.
