Can I write my own CSS/HTML and host it on WordPress?

You can edit themes with the custom CSS upgrade but we don’t have access to the underlying code. Either pick a theme that is similar to what you have in mind and modify it or start from scratch with one of the Sandbox themes which are designed to be a blank slate for custom designs.

I recall seeing a link labeled “Start From Scratch”, but I can’t find it now.
So I have to activate a Sandbox theme to access “Start From Scratch”?
Do I have to have the custom CSS upgrade to use start from scratch?

You can preview any CSS customisations you want to make, but they won’t be permanent and no other vistors will see the effect it has on your blog until you buy the upgrade. You can either add your CSS to the existing stylesheet for a theme (even Sandbox) or start from scratch and use only your styles. Either way you still need to pay for the upgrade to take effect. I’d recommend trying out your ideas in the CSS editor and if you create something you like splash out the $15/year to have it go live!

Only CSS editing is available here at wordpress.com, we can’t change the PHP/HTML of the themes we use.

It seems to me that I would have to use some HTML along with the CSS in order to create a blog from scratch, otherwise I would only have text editing capabilities.

Yes, we are absolutely, positively sure. You have misunderstood: there is no real “start from scratch” option here. Go to Appearance->Themes and play around with Sandbox if you like. You can use the free preview to see if you can possibly make the kind of changes you want.
From the sounds of it and my four years of experience here, I’d say no.

WordPress themes are not written in HTML. They are written in PHP script, and in some cases there might be a little bit of javascript thrown in. HTML will not work for wordpress themes since HTML is not dynamic, and wordpress and wordpress themes have to be dynamic, and have to be able to properly interface with the MySQL databases were all our stuff is stored.
You can’t build a “from scratch” theme here. What you can do is style an existing theme using CSS.

What can I do about errors in the script; For example, the calendar on my blog is off by one day; Is there a way to fix that?
Also, since I can’t edit the php directly; Can I layout my own menus/links/post lists, and have the php scripts update those as needed?
Also; What if I want to add a search box to my blog, like google adsense, can I do that?

The calendar on http://fishdogfish.wordpress.com/ seems to be working fine. The two posts this month show up correctly.
You can add static HTML in your posts or in a widget in the sidebar/footer area if the theme allows it. There are also other widgets that can be customised or that update automatically which you can include: menus/blogroll/tag/category/archive/author/etc. You cannot add in any dynamic PHP as has already been stated.
Also we can’t advertise in our free blogs here at wordpress.com so AdSense is a no-go.

The days and dates are correct – however your week is starting on Monday that might be the stutter step (threw me off for a moment, well 4 actually).
The default week starts on is for Monday I think, that I find annoying and confusing.
Dashboard >> Settings >> General >> Day of week starts on.

There is also the wordpress.org platform for self hosted blogs where you can advertise. Lots of people get confused between the two so I dropped that bit in just in case you were one of them! It’s part of the terms here at WP.com that no advertising is allowed.

What’s the deal with WP.org; Is it the same as WP.com except for the fact that you can advertise there, or are there other differences as well?

I have both wordpress.COM free hosted blogs and wordpress.ORG installs. On the latter we can edit templates, themes and CSS and create our own but we can’t do that on free hosted wordpress.com blogs.

What you want is available at WordPress.ORG. It is not available at WordPress.COM. We’ve covered this six different ways.
