Can not access WordPress

So this is driving me crazy.
I can’t access a login to a site. I see the file right there in Cpanel through file manager, but when I put the address into my browser it says “404, file is not found on the server”
This is a new site I’ve been contracted to work on, so I’ve no idea how it was set up, but here are the particulars.
WordPress seems to be in its own directory, not the root directory.
Public-html/WORDPRESS/
The .htacess file configuration seems standard. It’s located in the root directory though, along with an index.html that, upon inspecting, appears to be an old, out of date file— like something they were using before WordPress.
Anyhow, when I go to
Mysite.com/WORDPRESS/wp-login.php
Or /admin
It returns a 404. But I’m looking at the files in Cpanel file manager. It’s all there. That should get my there. What am I missing?
