    Hi there,

    We are currently looking into this issue. There have been cases of certain countries that have blocked access to WordPress.com for various reasons. We are going to look into whether that is the case with Azerbaijan in hopes that we can resolve the issue as soon as possible.

    I have an update.

    Everyone in Azerbaijan should now be able to access their sites again, with or without a VPN. If you are still seeing an error, please let us know.

    Here is what happened. The government of Azerbaijan attempted to censor a single WordPress.com-hosted site. In the attempt, they were indiscriminate and ended up blocking every WordPress.com site which had a domain upgrade. We located the source of the block, and eventually we were able contact the relevant government authority ( http://www.cert.az/ ). They tell us they have now made a change to re-enable access to most WordPress.com-hosted sites in Azerbaijan.
