Can Not Find Add Sites Choice from ‘My Sites’ Tab

  Hi! I recently deleted my second site and now I want to build a new second site with wordpress.com . The problem is : I can not find the Add Sites button in my ‘My Sites’ Tab. Can you help me? Or is there other requirements to add New Site after recently deleted a site. Thank you.
