  can not find my permalink settings in settings as I see it in my paid version, but not in my free version

  There is no ability to change permalink structure on free hosted WordPress.COM blogs and there is no upgrade your can buy that changes this. You can only do that on WordPress>ORG installs. Read the differences here http://support.wordpress.com/com-vs-org/
