Can not find Plugins Menu

I am newbie about wordpress and Would you mind to help me?
First I register free wordpress at http://www.wordpress.com (myblog.wordpress.com) then I upgrade which mean I regsiter my wordpress/blog (www.myblog.com), it takes $17. So, currently I have 2 blogs which are free blog and. Registered blog.
The problem is when I log in into my dashboard either using http://myblog.wordpress.com/wp-admin/ or http://myblog.com/wp-admin/, until now I can not find the Plugins menu which should be located between after Appearance and before Users.Please help me and thank you.

We do not HAVE plugins menus at WordPress.com.

You USED to have plugin menus: they are clearly indicated in the Global Dashboard.
http://codex.wordpress.org/Plugins_Editor_SubPanel. This has been driving me crazy.

Never mind . . . I just saw the diff between .com and .org. But it is horribly confusing, as WP admits.

Please stop confusing this issue and read the information at the link raincoaster provided. This is not a matter for debate – it’s cut and dried.WordPress.COM free hosted blogs on this multiuser blogging platform and WordPrtess.ORG free standing installs run on different software.
http://support.wordpress.com/com-vs-org/There is NO FTP access to free hosted wordpress.COM blogs and we cannot upload plugins into them.

Yeah, the whole .COM and .ORG thing is confusing and has been discussed here a number of times, and causes a lot of people to end up in the wrong forum.
Because this is a multi-user platform we all share the same underlying files which means any bug or problem that might be introduced by one person could bring down a lot of blogs, so there are restrictions on the types of code we can use and that means no plugins.
