Can not install Plugins

Hello,
I am trying to install a couple of plugins but when i go to the plugin section on my dashboard it just gives me a paid option of $299.
I can not locate ‘add’ link for plugins.
Can you please help me install?
As far as I know, installing and using plugins were free on WordPress.Regards,

Only the WordPress.com Business plan allows use of selected eCommerce plugins from Shopify, Ecwid, and Gumroad.

For that type of functionality, you’d need a self-hosted WordPress.ORG software install running on a paid web hosting service.

If you don’t have a username account at WordPress.ORG click http://wordpress.org/support/ and register one on the top right-hand corner of the page that opens, so you can post to the support forums there.

Is it not even possible to install plugins like Akismet or are they already installed for our use somehow?
