Can not login from any of 3 registered users

  Lost all 3 registered user login’s.
  There were 21 phoney users in the registered user list, I got one to remove but could not get rid of the other 20.
  After doing so, neither of the blog admins could login anymore; one admin has one login and the other admin has 2 different logins.
  I tried to reset the password but no email ever shows up; I even tried to do so in the ISP’s cpanel but it actually goes to the same place as the wp-admin login.
  I have searched and read but without any success what can be done to fix the problem.
  I have 3 other WP blogs on the same server and they seem to be OK;
  although one has a phoney registered user that I can not delete.
  Does restoring to any earlier version help?
