Can not move a category

  I am trying to move one category to go under another category. I select what I would like to do and it does not work. It just says saving.

  The blog I need help with is: (visible only to logged in users)

  Hi there,

  Your using Photos theme in your site, you change category from
  Dashboard ->Dashboard link –
  https://bartthebunny.wordpress.com/wp-admin/
  ->Right Navigation panel ->Click on Posts
  ->All Posts
  ->List of Post
  -> Edit Post Page
  ->Page Editor
  -> Left Panel Categories
  -> Edit Category
  -> Click on Preview button to view changes
  -> Click on Update button at top of left

  I am in Dashboard → Settings → Writing → Categories . It will not move or edit one of the Categories I have setup. I have manuelly removed all posts frm that category and it does nothing.
