can not upload jpeg image to theme header 2011

hi all
i have been trying to upload a jpeg to act as a header –
but keep getting this …
Fatal error: Out of memory (allocated 59244544) (tried to allocate 16000 bytes) in /homepages/3/d290699092/htdocs/wp-includes/media.php on line 258
the size of the jpeg is only 1.56mb , i cant see why memory should be an issue .
p.s – i read that it maybe neecessary to edit wp.config.php to rectify this …….. how does one edit / get to this file from wordpress ?
