Can others (who don't have wordpress accounts) access and comment on my blog?

  Can others (who don’t have wordpress accounts) access and comment on my blog? Also, I’m assuming it is public unless I change the settings so that there are only certain users, is that correct?

  Yes, visitors that don’t have WordPress.com accounts can still read and comment on your blog. You are correct in that your current privacy setting only blocks search engines, and still allows your blog to be public.
