Can someone who *doesn't* have a WordPress blog 'follow' someone who *does*?

I just recommended WordPress to my sister-in-law (for all the reasons of which you are well aware). She’s setting it up even as I type this question. My wife would of course like to ‘follow’ her sister’s posts (be notified when there’s a new one). My wife does NOT have a WordPress blog, and doesn’t need it. Is there a way for such a ‘following’ to happen?

I am trying to figure out the same thing. I just began this blog and people are wanting to follow and subscribe, but they can not see an option to do so. I’m confused.

If the site is on WordPressdotcom, the owner can add the Follow Blog widget. https://en.support.wordpress.com/widgets/follow-blog-widget/
Visitors who do not have a WordPressdotcom account and who want to subscribe to new posts will be prompted for their email address and will have to confirm their email subscription before receiving notifications of new posts.
