Can the Custom Design upgrade be used on wordpress site that are self hosted?

  If I purchase the Custom Design Product – will I be able to use it on sites that are self hosted?

  The blog I need help with is: (visible only to logged in users)

  The upgrade is only available for users on WordPress.com.

  If you install the Jetpack plugin, you will have access to some of the same features.

  You should be able to change the CSS with no extra charge on your WordPress.ORG install.
