can the "leave a comment" tab be moved from top of post to bottom?

  Hello everyone,
  Is there a way to move the “leave a comment” tab so that it’s at the end of a post instead of at the beginning? I get a lot of comments left accidentally on the post below the post that they want to leave it on. I think it confuses people that if they want to comment after reading a post, they have to scroll back to the top of the post to click on “leave a comment” and I think that’s why they end up commenting on the wrong post. Any advice on whether I can somehow change where the comment tab is? My site is: http://italiandreams.wordpress.com
