  I would like to know is I can use permalinks on my blog with wordpress.com?

  Hover your mouse over the post titles for the permalinks. They’re already in existance.

  I’d tell you where to look on your blog but since you’re not linking to it, there’s not a whole lot I can help with.

  how do i change the ugly, non SEO friendly default permalinks to seo friendly one, is it ?

  does this concern with the ending .html ? thats by far the best for SEO , ehem ehem

  Um, the URLs in use here at wp.com are the pretty URLs. Regular wordpress defaults to URLs like: http://myblog.wordpress.com/?=116

  The idea that .html extensions are more search-engine-friendly is an ancient myth put about by SEO people who don’t actually know anything about SEO. If it were anywhere near true, the top results for every search would be pages from 1999, and no blogs ;)
