Can users still add plug-ins on wordpress

Hi,
I’m creating a blog for my company and I decided to create it in WordPress due to 3 reasons:
– the wpml plug-in for posting in more than one language http://wpml.org/
– the sumo.me plug-in for creating a mailing list http://sumome.com/instructions#wordpress
– and my own management of categories (menu tabs).
It just happens that I cannot install plug-in on my account, and I read in the support site that there isn’t the plug-in tab in the dashboard anymore.
Can users still add these 2 plug-ins? If no do you have any features to replace them?

There is no FTP access and no blogger installed plugin capability on any free hosted WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality.

If you don’t have a username account at WordPress.ORG click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, so you can post to the support forums there.
