  Can we build a new website in wordpress without theme, do i need to pay anything to use special controls like slider, tab, etc.,

  I don’t have a site with WordPress.com yet

  No you can’t, not on the wordpress.com platform nor using the open source wordpress.org, https://wordpress.org/support/article/using-themes/
  As I see you are talking about a site you run yourself, it means you are using the open source wordpress.org. Their support is at https://wordpress.org/support/
