Can we have a single account with multiple blogs?

  We are school and so would like to have one administrator who manages and checks all of our teacher/classroom blogs. She would set up all the blogs so that they have the same appearance and settings and then we would the teachers to be able to have authoring rights to their individual blogs.

  Yes, you can have a single account with multiple blogs.
