Do you mean you want members to be able to log in and add their own info, like personal profiles? This is not possible on WordPress.com, i.e. no way to do it. Only on WordPress.org.

If you simply want a page that’s hidden from the general public, you can password-protect a page, but you can only assign one password which you can then share with others. You can’t have unique passwords for each member, and ANYONE who has the password will be able to view the page, whether they’re a member or not. http://en.support.wordpress.com/pages/page-visibility/

If you’re looking for an easy way to collect member data, you might want to look at the contact form. Info people enter there gets sent to your email and doesn’t appear on the page: http://en.support.wordpress.com/contact-form/
