Can wordpress.com plugin be bought and used on wordpress.org?

Can I buy this addon: https://woocommerce.com/products/canada-post-shipping-method/ and use it on my own website that is not hosted on wordpress.com? I downloaded wordpress from wordpress.org. In other words can wordpress.com bought plugin work on wordpress.org?

From the looks of it, I think this plugin works with both WordPress.com (Business Plan only) and WordPress.org, so yes you can install it on WordPress.org!
If you look at the plugin’s documentation (https://docs.woocommerce.com/document/canada-post/), it provides instructions on how to install:
Download the .zip file from your WooCommerce account.
1. Go to: WordPress Admin > Plugins > Add New to upload the file you downloaded with
