  Hello. I have 1 question. Can WordPress Pro create multiple website with all the website is paid plan?(1 account with more than one website with all website is paid version).

  No. You can have multiple free sites but multiple sites with custom domains and Personal/Premium/Business features is only one site each per paid plan.
