Can wordpress themes used as a tool to collect user/usage data?

  Can wordpress themes developpers collect data from users who installed the theme?

  Which data can they collect/have acces to? Which data can they not collect?

  No, that would be against our rules. A theme doing so wouldn’t be aproved.

  So to clear things out: WordPress theme devs, cannot implement analytics trackers?

  They cannot see the site visits or key log?

  They cannot build tracking functions into the theme?

  Not in themes you find over here on the wordpress.com platform, https://wordpress.com/themes/. Regarding third party wordpress themes, you’ll have to ask the developers themself.
