Currently no additions can be made to your blog as FTP access is not allowed. Suggestions can be made though via the Feedback form within your own Dashboard. (They make that suggestion here)
I would suggest sending in a feedback with the link and why you would like to see it added.

I would guess it’s useful for those with 56 inch monitors. I like the colours, but a good third of the page is off-screen to the right for me.

I didn’t know much about wp themes and fluid width when I created Neo-Sapien so I stuck with fixed. It doesn’t depend on graphics so it’s easy to convert if wp.com wants to use it.
Looking back, I should’ve invested more time into Neo-Sapien, especially to cover fluid width.

The Neo Sapien theme is available here now. However, the fluid width issue is still a big problem. The lowest resolution that currently works with the design of this theme is 1024×768 maximized. Anything less than that, and it wraps the right two columns. I would greatly prefer the columns to “stick” and be off the screen than mess the whole design up by wrapping to the bottom of the page.
That said, a fluid width design would not be much work at all to tweak, and allow much more customization by the user.
Until that happens, I would say Neo Sapien is probably not a great option for many users on wordpress.com. It is very cool looking though.

So wordpress.com … please fix Neo Sapien, or at least update the theme to the latest release. There are many users in the theme creator’s forums complaining about this issue.

Posting here is like howling into the wind. Please contact TPTB as they are the ones who make decisions. You can use the “support” button on the top right hand corner of any admin side blog page to do so. Support hours are weekedays 8-4PM, Pacific time.

The theme is the way the author designed it, and it’s outside Automattic’s remit to make such drastic changes. It seems unlikely to me either that Small Potato will create a fluid version (he has a number of other projects on the go and tweaking his early themes is probably the last thing on his mind) or that wordpress.com would install it if he did. Go ahead and contact support if you want to, but don’t imagine that it will be any more effective than posting here.
(You could possibly implement a fluid-width version if you bought the CSS upgrade, but unless you have a decent knowledge of CSS you’re better off simply switching themes.)
