Can you ask someone to give up a domain name to me if they aren't using it?

Someone has a domain name that I would like and they are not using the blog…Is there any way to see if they would give that name up to me?
The blog I need help with is: (visible only to logged in users)

ask them – leave a comment on the blog if there is no contact info – WordPress.COM will not help you contact a blogger for privacy reasons

There is no expiration date on blogs unused, reserved or otherwise. In the case that there is no contact information Staff will not breach the privacy policy and provide you with an email address.

Or you can register a domain via a domain mapping upgrade and it will not matter what the underlying .wordpress.com address is.

Do you mean a custom domain, like mygroovydomain.com, or a WordPress.com address like mycoolwpsite.wordpress.com?
If it’s a custom domain, you will need to wait to see if the domain expires and is released to the public, or in some cases you can put in a request to purchase it on backorder through some registrars.
If you mean a WordPress.com address, we do not recycle addresses or release them. If you find one you’d like to use, your only option is to contact the site owner (if they have a contact form or other form of contact on their site) and ask if they would be willing to transfer the site to you. If there’s no contact info, or they don’t agree, then it won’t be possible.
