    Can you ask to get a wordpress address for a site that already exists but is inactive?

    Afraid not. Staff will under no circumstances transfer another person’s URL to you and it doesn’t matter if they’re using it or not. http://en.support.wordpress.com/recycling-blog-names/

    Your only option is to try and contact the blog owner via a comment or if there’s other contact details or a contact form on the site, and ask them to transfer the URL to you. It’s a long shot as they might not be receiving comment notifications anymore or the blog owner might not even be alive anymore or you might be able to make contact but they won’t be willing to transfer the address to you. In none of these scenarios will staff step in and transfer the blog without the owner’s permission.

    If you really want a specific URL, consider purchasing a custom domain if the address you want is available as a .com or .org or whatever. Then it doesn’t matter what the .wordpress.com domain is, as visitors will only see your custom domain in their browsers.
