  Can you build a website on WordPress and upload it to web.com?

  I don’t have a site linked to this WordPress.com account

  We can’t really speak for what features are available on another hosting company. But I looked at web.com and found that they offer WordPress hosting, so you can create a WordPress site and host it on web.com.

  If you’d like to host your site with web.com instead of with us at WordPress.com, please contact them for further assistance with this.

  Note that a WordPress site hosted by us is called a WordPress.com site. And WordPress sites hosted by other companies are called self-hosted WordPress.org sites.

  There are some differences between WordPress.com and WordPress.org. If you aren’t sure about the differences, please check the following article that details the differences: https://en.support.wordpress.com/com-vs-org

  So if you host your site with web.com, it’d be a WordPress.org site. If you host a site with us, it’ll be a WordPress.com site, and depending on which WordPress.com plan you choose for your site, we’ll be able to offer assistance with building your site. (We can’t help with self-hosted WordPress.org sites on this forum.)
