Can you delete an inactive blog ?

This blog has been inactive for 6 years and I would like to use its name !!
Can it be deleted ?The blog I need help with is: (visible only to logged in users)

Once a blog name is deleted it is gone forever, so deleting it will not allow you to use it. Also WordPress.COM does not delete anyone’s blog just because someone thinks deleting a blog is a good idea.
Contact the blogger and maybe they would transfer the blog to you,
PS- you are on your own for contacting the blogger

Do you mean that if this blog is deleted the ‘teleclass’ address will not be possibly used again ??
I can’t find any way to contact the blogger, i think I have explored all the buttons and menus . I have left a comment, but this blog is totally empty-who knows if the guy even gets the comments… -

you can pick a different name or buy a custom domain name & map it to a blog here
