Can you edit the footer without Custom Design upgrade?

I’m just wondering if you can edit the footer of a WP.com blog without the Custom Design upgrade.

Answer: No.The answer could be concluded from reading the custom design section in the support docs.

Yes you can: you’re not allowed to remove or modify the text of the footer credits, but you can change their appearance (positioning, color, size etc) as well as add your own text to them – provided you have the upgrade. Without the upgrade, you can only use footer widgets.
