Can you email live html blog in an email and send it to email addresses that do not have a WordPress.com account?

I’m not entirely sure what you mean. Can you please clarify and walk me through what you are trying to do?
You can add a Blog Subscriptions widget to your blog to give your readers the option to receive email notifications when you publish new blog posts. You can add that in your your Widgets page (Appearance > Widgets).

In my business, I want to use my “blog” which is really our newsletter as our way of advertising to my clients. My clients do not have wordpress accounts, therefore it would be a subscription. I want to be able to send a list of emails an email and have the newsletter embedded in the email so that they don’t have to click on a link to the newsletter instead.
I can’t figure out how to do that. I tried post by email and it doesn’t seem to do anything. I got the secret email address and copy and pasted the title into the subject and nothing has happened. Can wordpress help me do this or do I need to keep my own html in my email?

Well, your subscribers are subscribed to the blog, so if you publish your newsletter as a post, they’ll all receive it.
There’s no way to separately as a group outside of the blog posts.
