Can you have user register with an account on a custom site?

  Is there a way to have individual user accounts on our site?

  I’m not entirely sure what you mean. Are you asking whether you can add more than one user to your blog? The answer to that question is yes, you can invite other users, and in a variety of roles with different permissions for creating content and editing the site: http://en.support.wordpress.com/adding-users/
